Bluebery Hawaii Technology Solutions LLC is seeking 1 Business Analyst 2 candidate to work remotely on a project for the Texas Health and Human Services Commission (HHSC). The candidate will support Identity and Access Management (IAM) daily operations and assist with gathering and documenting requirements for migrating applications to IAMOnline. The Business Analyst 2 will work closely with stakeholders to analyze business systems, identify needs, and propose effective technological solutions.

Responsibilities:

• Review, analyze, and evaluate business systems and user needs.
• Document business and functional requirements across multiple projects.
• Work on business process reengineering and identify new applications of technology to solve business problems.
• Create solution options, identify risks, and conduct financial analysis (e.g., cost/benefit, ROI).
• Prepare detailed descriptions of user needs, program functions, and steps to develop or modify programs.
• Support functional testing, review test plans, compile results, and assist test users.
• Organize, lead, and document meetings with stakeholders at various levels.
• Gather and document integration requirements for migrating HHSC applications to IAMOnline.
• Prepare project management artifacts within a defined framework.

Skills and Qualifications:

Minimum Requirements:

• 6+ years of experience documenting business and functional requirements across multiple projects.
• Experience with Microsoft Word, Excel, PowerPoint, Outlook, and Visio for business analysis tasks.
• 4+ years of experience in functional testing, including test plan reviews and result compilation.
• 4+ years of experience preparing project management artifacts within a project management framework.
• 4+ years of experience organizing, leading, and documenting meetings with stakeholders.
• 4+ years of experience in business process definition, documentation, and engineering.
• 4+ years of experience with Identity Management implementations.
• Must be a US Citizen or Green Card Holder.

Preferred Skills:

• 2+ years of experience working with SailPoint IQ and OKTA application integrations.
• 2+ years of experience working with Texas State Agencies.

Terms of Service:

• Total estimated hours: 1640 hours.
• The contract may be amended, renewed, or extended upon mutual agreement.

Work Location:

• This is a 100% remote role, but the candidate must be based within the United States.
• Occasional travel may be required at the candidate’s/vendor’s expense, with prior approval from HHSC.
